Yes, but preparation is key to getting the adhesion you’re looking for. Before painting, make sure that the shutters are dirt-free and there is no flaking or damaged paint* if previously coated. Once you have a clean surface, apply a single coat of the appropriate Glidden Primer to prime the surface and help the paint to adhere. Follow with an exterior, 100% acrylic latex, satin or semi-gloss paint, in your choice of color, like Glidden Premium Exterior. One to two coats will be required, depending on how well the first coat covers the primer and if the color/coverage is what you are looking for.
